Student presentation examines impact of Ohio legislature’s recent changes to marijuana reforms approved by voters

The fifth and final student presentation this week in the Marijuana Law and Policy seminar at The Ohio State University Moritz College of Law will dive into Ohio’s new law, known as SB 56, that significantly reformed the structures and specifics of marijuana legalization approved by Ohio voters in November 2023. This presentation examines how Ohio’s new cannabis licensing framework under Senate Bill 56—particularly its cap on dispensary licenses—shapes competition and social equity in the legal marijuana market.

By comparing the capped cannabis system to Ohio’s population-based liquor permitting model, the analysis highlights how licensing limits can restrict market entry, favor well-capitalized operators, and reduce consumer access.

It also explores how the repeal of Issue 2’s Cannabis Social Equity and Jobs Program, combined with existing disqualifying offense rules, may limit opportunities for communities disproportionately impacted by marijuana prohibition.
